PROBLEM TO BE SOLVED: To provide a measurement timing controller that determines measurement timing for vital data on the basis of an activity amount of a user and instructs measurement at the determined measurement timing.SOLUTION: A measurement timing controller comprises: an analysis part 15 for acquiring data regarding an activity of a user and converting it into an activity amount a feature amount storage part 16 for extracting a feature amount regarding the activity amount converted by the analysis part 15 a measurement point determination part 17 for determining a measurement point through the use of both measurement frequency information that shows a frequency of measuring vital data with a vital data measurement unit and the extracted feature amount and a measurement timing determination part for determining the measurement point to be measurement timing when the measurement point includes the activity amount converted by the analysis part, and giving notification of the measurement timing.
