The method for manufacturing pressed powder cosmetic which is characterized by dissolving and dispersing a mixture having powder component and oil component as a binder in a volatile dispersion medium, charging a container with the mixture, and then removing the volatile dispersion medium； wherein the volatile dispersion medium contains water as the main dispersion medium, a water soluble organic solvent as the secondary dispersion medium in 0-30 mass%； and a contact angle of the volatile dispersion medium to the mixture dissolved and dispersed in the volatile dispersion medium is 125° or more.本發明之目的是提供一種固形粉末化妝料的製造方法，其係利用濕式製法之耐衝擊性高的優點，同時可改善使用性。於將含有粉末成分及作為結合劑之油性成分的混合物溶解乃至於分散在揮發性分散劑中，填充在容器中填充後，去除前述揮發性分散劑之固形粉末化妝料的製造方法中，前述揮發性分散劑是以水作為主分散劑，將可溶於水的有機溶劑作為副分散劑而於前述揮發性分散劑中有0至30質量%，對於溶解乃至於分散在前述揮發性分散劑中的前述混合物，前述揮發性分散劑的接觸角是125度以上。
