SOLUTION: In a passenger rice transplanter in which a driver's seat 20, a steering handle 16 and a speed change operation lever 17 are provided on a traveling vehicle 1 and a worker is on board to perform seedling transplanting work, a front arm 88 is placed in a standing position on the front side of the machine body. It is a passenger rice transplanter provided so as to be switchable to a forward tilted posture overhanging forward, and a speed regulating mechanism 60 for switching the shift of the speed change operation lever 17 to a low speed forward when the forward tilted posture is set.
