PROBLEM TO BE SOLVED: To provide a technology to accurately detect a movement of the driver's head made by the driver even in a situation where the driver is moving in a vehicle.SOLUTION: A behavior estimation system 100 includes a head behavior detection unit 11, a moving body behavior detection unit 41, and a terminal control unit 45. The head behavior detection unit 11 is worn by a driver of a vehicle and acquires the behavior of the driver's head. The moving body behavior detection unit 41 detects the behavior of the vehicle.
