PROBLEM TO BE SOLVED: To provide an aerosol composition having high safety against fire, wherein emulsification of an aqueous primary liquid and a liquefied gas is easy.SOLUTION: The aerosol composition comprises: an aqueous primary liquid, in a proportion between 10 wt.% and 60 wt.%； and a liquefied gas, in a proportion between 40 wt.% and 90 wt.%. The liquefied gas contains a heavy liquefied gas (a) with a liquid density between 1.15 and 1.30 g/ml at 20°C. The aerosol composition is produced by emulsifying the aqueous primary liquid and the liquefied gas.
