PROBLEM TO BE SOLVED: To provide a dispersion device and a dispersion method capable preparing a homogeneous dispersion substance even with a dispersed treatment liquid which is hardly dispersed homogeneously by a mixer such as an agitator of the prior art.SOLUTION: A clearance (S) formed between an inner circumference (11a) of a casing (11) and an outer circumference (21a) of a columnar body (21) inserted into that casing (11) is filled with a dispersed treatment liquid (Dp) containing at least the aggregate of powder and/or convergent of fibers, and a dispersive medium. The casing (11) and the columnar body (21) are rotated relative to each other thereby to apply a fluid shear stress to the dispersed treatment liquid (Dp).SELECTED DRAWING: Figure 1
