PROBLEM TO BE SOLVED: To provide a foot controller which allows an operator to rest his or her foot while the operator is placing the foot on the pedal, and also to provide a medical treatment apparatus equipped with such a foot controller.SOLUTION: A foot controller 5 includes a body part 5a, a pedal 5b, and a rotary shaft 5d. The body part 5a includes a bottom portion 5a1. The pedal 5b includes a tread 5b2 and convex portions 5b3. The tread 5b2 is located on the opposite side of the bottom portion 5a1 with respect to the body part 5a, with one end E1 and the other end E2 thereof, and is arranged such that the distance from the bottom portion 5a1 becomes larger as it goes from the one end E1 toward the other end E2. The convex portions 5b3 protrude from the tread 5b2 in a direction away from the bottom portion 5a1. The rotary shaft 5d rotatably supports the pedal 5b with respect to the body part 5a such that the distance from the other end E2 to the bottom portion 5a1 varies.
