A catheter (10) includes a balloon (14) that has an inner layer (24) and an outer layer (26) having elastic stretching properties, having tubular shapes, and being able to be inflated and deflated in response to a change of internal pressure； and a tubularly net-shaped reinforcement member (28) that is disposed between the inner layer (24) and the outer layer (26) such that at least a part thereof is movable with respect to the balloon (14). The reinforcement member (28) has a first sleeve (37), and second sleeves (38) which respectively surround both end portions of the first sleeve (37) in an axial direction. A maximally inflated diameter (D2) of the second sleeve (38) is set so as to be smaller than a maximally inflated diameter (D1) of the first sleeve (37).
