The present invention provides a cosmetic composition, comprising: a powder hydrogen generator； and any one selected from the group consisting of a cosmetic oil, a cosmetic wax, and a mixture thereof, in which the powder hydrogen generator is to be dispersed. As the powder hydrogen generator is dispersed in the cosmetic oil or wax that does not contain moisture, the cosmetic composition according to the present invention does not have the problem of reacting in contact with moisture during the storage to distribution processes； can function as a cosmetic product alone by using an oil or wax that can function as a cosmetic product by itself, for dispersion； and particularly, provides excellent effects in terms of skin-whitening, anti-wrinkle, antioxidant, anti-inflammatory, and anti-atopic dermatitis. In addition, once applied on the skin, the cosmetic composition of the present invention, when moisture or a mist used for skin moisturization is sprayed thereto, reacts with moisture and generates hydrogen, thereby providing a sufficient contact between hydrogen and the skin.
