Disclosed is a mucoadhesive film consisting of 0.01-50% by weight of an androgen selected from testosterone, 7?-methyl-19-nortestosterone, 7?-methyl-11?-fluoro-19-nortestosterone and a combination thereof, and 50-99.99% by weight of a carrier material selected from the group consisting of methylcellulose, ethylcellulose, hydroxypropylcellulose, hydroxyethylcellulose, hydroxypropylmethylcellulose and a combination thereof, wherein said androgen is dissolved in said carrier material and wherein the mucoadhesive film completely dissolves in the mouth within 30 minutes and releases said androgen on buccal application. Also disclosed is a film casting process for producing the mucoadhesive film as defined above, characterised by the steps of i) mixing a solution of said androgen in water and/or ethanol with a water-containing mixture of the carrier material； ii) spreading out as a thin layer the mixture of i)； and iii) drying by removing the solvent to form said mucoadhesive film.
