The present invention relates to a solid-phase cosmetic hair-coloring composition having temporary hair-coloring effects, and to a method for manufacturing same. The composition contains silicon oil and a silicon-based film-forming agent, and uses hydroxyapatite and calcined silica to maintain coloring. In detail, the present invention relates to a solid-phase cosmetic hair-coloring composition containing 10 to 50 parts by weight of silicon oil, 2 to 20 parts by weight of a silicon-based film-forming agent, 3.0 to 20.0 parts by weight of wax, 0.1 to 5 parts by weight of hydroxyapatite, 0.05 to 1.5 parts by weight of calcined silica, 1.0 to 30.0 parts by weight of pigment, 5.0 to 40.0 parts by weight of an extender pigment, and 0.2 to 10.0 parts by weight of a liquid-phase thickener. The composition of the present invention has a main base consisting of the raw materials, dimethicone which has good water-resistance, cyclopentasiloxane, methyl trimethicone, cyclohexasiloxane, caprylyl methicone, phenyl trimethicone, diphenyl dimethicone, etc., is highly resistant to rainwater and sweat, reduces pigment removal due to friction or sebum by using a silicon-based film-forming agent, and uses hydroxyapatite combined with a pigment in order to improve adhesion to the hair and enable long-lasting hair-coloring effects at the desired area.
