PROBLEM TO BE SOLVED: To provide: a vegetation sheet having a good fixing property for a plant including stem, roots, and seeds； and a water-soluble resin multilayer film suitable for producing such a vegetation sheet.SOLUTION: Provided is a water-soluble multilayer film comprising three or more layers having a layer 3 between the outermost layer 1 and the outermost layer 2, in which (1) the time (water dissolution time) required for the outermost layer 1 and the outermost layer 2 to become completely dissolved as measured by subjecting them to a water dissolution test A is less than 90 seconds, (2) the layer 3 has the water dissolution time of 90 seconds or more, and (3) the layer 3 has a thickness of 20 &mu；m or less, and a ratio of the layer 3 relative to the thickness of all layers of the water-soluble multilayer film is 10 to 50%. Furthermore, the outermost layer 1 and the outermost layer 2 comprise a PVA resin having a saponification degree of less than 85 to 90 mol%, the layer 3 comprises a PVA resin having a saponification degree of 90 to 100 mol%, and a plant is held by the two sheets of the water-soluble multilayer film.
