PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition having a fresh feeling and a stickiness-free texture without deteriorating stability with the lapse of time even when a salt type bleaching agent is mixed, and capable of imparting a good tense feeling.SOLUTION: The oil-in-water emulsion composition containing the salt type bleaching agent in an aqueous phase contains (a) one or more kinds selected from a 14 to 22C higher alcohol, (b) one or more kinds selected from hydrophilic polyoxyethylene alkyl ether, (c) one or more kinds selected from glycerol monoalkyl ether, and (d) 0.1-5 mass% of a semisolid oil component.
