The present invention relates to a seawater cooling and heating device using a heat pump system for a fish farm. Particularly, the present invention relates to a system which properly mixes seawater (tank seawater) in a tank for saving energy or the like, with seawater flowing in from the sea, filtered through a filter, and sends the resultant seawater mixture to a cooling and heating device, wherein the cooling and heating device increases or decreases the temperature of the seawater mixture to a proper temperature, and provides the resultant seawater to the tank again. The seawater cooling and heating device for a fish farm comprises: a filter (10)； a first motor pump (20)； a mixed water tank (30)； a second motor pump (40)； a heat exchanger (60)； a tank (70)； and a pipe line (8) arranged between the tank (70) and the mixed water tank (30), and including a second filter (80) and a third motor pump (90). The third motor pump (90) has a discharging pipe line (12) additionally connected, wherein a valve (110) which seals or blocks the tank seawater is installed in the direction towards a discharging port (10) of the third motor pump (90).본 발명은 히트펌프 시스템을 이용한 양식장 해수 냉온장치에 관한 것으로서, 더욱 상세하게는 더운 여름철에는 해수 수온을 낮춰 수조에 공급하고 추운 겨울철은 해수 수온을 높여 수조에 공급하는 시스템을 제공하되, 특히, 에너지 절약 등을 위해 수조에 있는 해수(수조해수라 칭함)와 바다로부터 유입되되 여과기를 경유한 해수(바다해수라 칭함)를 적절이 혼합한 후 냉온장치로 보내면 냉온장치에서 적절한 온도로 상승시키거나 낮춰 다시 수조로 공급하는 시스템에 관한 것이다. 구성은 다음과 같다.해수가 여과되도록 입수배관라인(3)에 연결한 여과기(10)와；상기 입수배관라인(3)에 연결되되 상기 입수배관라인(3)을 통해 해수를 펌프하는 제1모터펌프(20)와；상기 제1모터펌프(20)의 토출배관라인(4)을 통해 해수를 충전받은 혼입수탱크(30)와；상기 혼입수탱크(30)와 연결된 유입배관(5)이 있고 상기 유입배관(5)으로부터 유입한 해수를 배출하는 배출배관(6)이 연결된 제2모터펌프(40)와；상기 제2모터펌프(40)의 배출배관(6)과 일단이 연결되고 끝단은 냉/온이 발생하는 냉온장치(50) 내부를 지그재그로 위치한 후 외부에 위치되고 수조(70)와 연결된 수조배관(7)과 연결된 열교환기(60)와；상기 열교환기(60)를 경유한 해수가 충전되는 수조(70)와；상기 수조(70)에 충전된 해수를 외부로 배출하거나 상기 혼입수탱크(30)로 배수되도록 상기 수조(70)와 상기 혼입수탱크(30)사이에 배관라인(8)이 연결되되 상기 배관라인(8)은 수조해수를 여과하는 제2여과기(80)과 제3모터펌프(90)가 설치되고 상기 제3모터펌프(90)은 상기 제3모터펌프(90)의 토출구(10) 방향에 수조
