The present invention relates to a hypoallergenic and skin-whitening composition which minimizes skin irritation while maintaining high skin-whitening activity of hydroquinone. To this end, the composition of the present invention comprises 2-5 parts by weight of hydroquinone as an active component, and further comprises oil phase components at a content ratio of: 1-5 parts by weight of cetyl alcohol； 1-5 parts by weight of stearic acid； and 1-5 parts by weight of stearyl alcohol, with respect to 100 parts by weight of the total composition. The composition of the present invention can be widely applied to skin external applications, cosmetic compostions, and pharmaceutical compositions by having minimzed skin irritation compared to existing skin whitening compositions.본 발명은 히드로퀴논의 높은 미백 활성은 유지하면서도, 피부에 대한 자극을 최소화할 수 있도록 활성성분인 히드로퀴논과 함께, 유상성분으로서 세틸알코올, 스테아린산 및 스테아릴알코올을, 전체 조성물 100 중량부에 대하여, 히드로퀴논 2 내지 5 중량부； 세틸알코올 1 내지 5 중량부； 스테아린산 1 내지 5 중량부； 및 스테아릴알코올 1 내지 5 중량부의 함량비로 포함하는 것을 특징으로 하는 저자극성 미백용 조성물에 관한 것이다.상기 조성물은 기존 미백제에 비해 피부 자극이 최소화되는 바, 피부 외용제, 화장료 조성물 및 약학 조성물에 널리 사용될 수 있다.
