(A) is oxyalkylene polymer represented by formula-(AO)n- [A represents an alkylene group of carbon number 2-6, and n represents a number of 50-30,000, n AOs consist of at least two kinds of alkyleneoxy groups, and the sequence may be any of random or block]. (B) is a polymer-(CH2CR1COOH)-(b1)-(CH2CR2COOR3)-(b2) consisting of a constitutional unit (b1) and a constitutional unit (b2), having a weight average molecular weight of 5,000-1 million, and an acid value of 300-780 [R1 and R2 represents H or CH3, and R3 represents a hydrocarbon group of C2-22].
