More specifically, the apparatus comprises an electric rotational axis that is mounted inside a case and connects to a driving axis of a motor and a connecting shaft that is also mounted inside the case, which faces the electric rotational axis in a straight line, and whose intrusion connects to a winding rod. Coil spring is wound in outer periphery so that one end of the coil spring is extended to the outer periphery of the rotational axis to form an engaging projection and the other end of the coil spring is formed into a connecting ring, thereby winding the connecting ring around a drum part formed in the outer periphery of a axis grip of a driven rotational axis and connecting the same to a connecting element of a supporting coil spring whose winding direction is opposite of the coil spring. When the coil spring is wound clockwise, the electric rotational axis and the driven rotational axis are connected through the coil spring and when the coil spring is wound anticlockwise, the electric rotation axis and the driven rotation axis loosen to rotate idle. An insulation cover is wound around one end of the winding rod, and the other end of the rod is wound with a connecting rope of the engaging element of the insulation cover.
