A nanoparticle or chemical structure and method for treating a subject, such as a human patient, having a vascular disorder. The treatment method administers a therapeutic effective amount of the nanoparticle or chemical structure to the subject to treat the disorders. The nanoparticle includes a poly L-arginine polymer and a Factor Vila inhibitor conjugated to, or encapsulated in, the poly L-arginine polymer. The chemical structure includes a Factor Vila inhibitor that includes at least one nitric oxide (NO) donor. The disorder may be sickle cell disease stimulated or pathological angiogenesis associated disorders, cancer, ocular angiogenesis-mediated disorders such as diabetic retinopathy and macular degeneration, coagulation and/or platelet activation-associated disorders, pulmonary hypertension, or combinations thereof.
