The filter device (1) comprises: a first component (20) comprising a housing (21), the housing (21) being provided with a first accommodating cavity (213); a second component (40) comprising a flow channel (41); an actuator (50) used for closing or opening the flow channel (41), a head portion (51) of the actuator (50) being rotatably connected to the second component (40), a rod portion (52) of the actuator (50) being inserted in the flow channel (41), and a seal sleeve (53) being sleeved on the rod portion (52); a filter membrane (30) sandwiched between the first component (20) and the second component (40); and a flow path (60) sequentially passing through the flow channel (41), the filter membrane (30), and the first accommodating cavity (213). The filtering infusion container comprises an infusion container (2) and the filter device (1). The filter device (1) is connected to the infusion container (2). One end of the flow path (60) leads to the infusion container (2), and the other end leads to the filter membrane (30). The structure of the filter device (1) enables the filter membrane (30) and an infusion fluid to be always located in different closed spaces before usage, so that the integrity of the filter membrane (30) can be best maintained; moreover, no fluid will leak from the filter device (1), and the actuator (50) will not get loose during transportation.
