PROBLEM TO BE SOLVED: To provide a safety speed information generation device for generating highly reliable safety speed information.SOLUTION: A safety speed information generation device 20 comprises: a probe data receiving part 21 for receiving probe data containing travel speed data of a probe car from a data collection device 10 mounted on the probe car; a travel speed data selection part 23 for selecting travel speed data in which a change amount of acceleration is not larger than a prescribed threshold value continuously in a prescribed road section; and a safety speed information generation part 20 for calculating average travel speeds of probe cars in the prescribed road section from the selected travel speed data and generating safety speed information in the prescribed road section on the basis of a distribution state of the average travel speeds.
