The present invention relates to an eco-friendly herbicidal agent, which comprises saline water containing 0.5-2 kg of salt with respect to 20 liters of water, vinegar, nitrogen fertilizer, soju (Korean distilled spirits), makgeolli (unrefined rice wine), and a surfactant obtained by mixing potassium hydroxide with vegetable oil, a method for manufacturing the same, and a method for removing and controlling weeds by using the same. According to the present invention, the eco-friendly herbicidal agent controls and removes various kinds of weeds at a level the same as an existing synthetic herbicidal agent or at a higher level, provides nutrients appropriate for grass and soil, is harmless to a human body, and can prevent environmental pollution. In addition, according to the present invention, the eco-friendly herbicidal agent can be manufactured in a simple process by using materials which can be obtained from a common environment.
