To provide an X-ray tube holding device and an X-ray diagnostic device that can be easily rotated while fixing an angle with high accuracy.SOLUTION: An X-ray tube holding device according to an embodiment includes a support unit, a pillar unit, a brake unit, and a system control unit. The support unit supports an X-ray tube, and includes a positioning member and a driving unit that drives the positioning member. The pillar unit supports the support unit such that rotation is possible. The pillar unit is provided with an insertion groove into which the positioning member is inserted. The brake unit limits rotation of the support unit with surface pressure.
