The present invention relates to a seed sterilizing apparatus which includes a sterilizing tank filled with hot water for sterilizing seeds and a washing tank filled with cool water for washing the sterilized seeds. The seed sterilizing apparatus includes two-stage boilers on upper and lower ends to supply the hot water to the sterilizing tank. The upper boiler includes: an outer chamber which forms the outer surface and has flowing water therein side chambers which are arranged on both sides of the outer chamber and have a side member connected to the outer chamber and a heat exchange pipe arranged to connect the side chambers.
