An object is to provide a water-in-oil emulsion cosmetic, which has good stability such that it does not cause a decrease in viscosity when a large quantity of fragrance material is blended. The present invention relates to a water-in-oil emulsion cosmetic, comprising:(a) 5 to 15% by mass of a fragrance material, (b) 1.5 to 3% by mass of dimethyldistearylammonium hectorite, and, (c) a nonionic surfactant, wherein, the (c) nonionic surfactant comprises (c1) 2 to 10% by mass relative to the total weight of the composition of a polyether modified silicone having a C12-22 branched hydrocarbon chain, and may comprise (c2) 10% by mass or less relative to the total weight of the composition of a polyether modified silicone having no alkyl chain, wherein, a ratio of the total blending quantity of the component (c1) and the component (c2) relative to a blending quantity of the component (b) is 2 or more, a ratio of the total blending quantity of the component (c1) and the component (c2) to a blending quantity of the component (a) is 0.8 or more, the total blending quantity of the component (c1) and the component (c2) is 4% by mass or more, a ratio of a blending quantity of the component (c1) to that of the component (c2) is 0.8 or more, and the composition has a hardness of 6 or more as measured using a rheometer.
