PROBLEM TO BE SOLVED: To provide a treatment device and a treatment method capable of treating a water-containing organic substance more efficiently. In a processing apparatus, a water-containing organic substance contained in a processing tank is stirred by a stirring unit and the inside of the processing tank is heated by a heater. At the same time, in the processing apparatus 10, the gas is evacuated from the inside of the processing tank 12 by the exhaust unit 61 at 1 [m3/min] or more and 300 [m3/min] or less. An ion gas of 10,000 [pcs/cc] or more is supplied from the ion gas supply unit 15 into the processing tank 12 to process the water-containing organic matter.
