The present invention relates to a coloring cosmetic composition comprising (A) 80-90 parts by weight of composite powder including glass pearl and a powder part coated by a surficial treatment material (B) 10-20 parts by weight of one or more kinds of oil selected from the group consisting of silicone-based oil, ester-based oil, and semi-solid fluidal paraffin and (C) a volatile solvent for mixing the composite without a damage, and to a manufacturing method thereof. The coloring cosmetic composition of the present invention has forming stability, is easily manufactured, and provides usability and gloss same to wetting type coloring cosmetics.
