PROBLEM TO BE SOLVED: To provide an environment-friendly thermal slipper capable of keeping a users foot warm without producing waste or having a power source.SOLUTION: A thermal slipper includes: an instep part and a bottom part, which are formed of a fabric at least one bag-like part that is formed in either of the instep part and the bottom part and raw rice that is encapsulated in the bag-like part.
