1. Transdermal or transmucosal composition containing: - at least 3 mass. % diclofenac, - С-С-alkanol, - polyalcohol and monoalkyl ether of diethylene glycol； and at least 3 mass. % fatty alcohol. 2. A transdermal or transmucosal composition according to claim 1, further comprising at least one of the following: a gelling agent, an antioxidant and a solvent, or any combination thereof. 3. The composition of claim 1, wherein the alkanol is present in an amount of about 5-60 wt. %, polyalcohol is present in an amount of about 1-30 mass. %, diethylene glycol monoalkyl ether is present in an amount of about 0.2-25 wt. %, fatty alcohol is present in an amount of about 3-5 mass. %, a gelling agent is present in an amount of about 0.05-5 wt. %, and the antioxidant is present in an amount of about 0.025-2.0 mass. %.four. The composition of claim 1, wherein the alkanol is selected from one or more than one of the group consisting of ethanol, isopropanol, n-propanol, butan-1-ol and butan-2-ol. The composition of claim 4, wherein the alkanol is ethanol. 6. The composition of claim 5, wherein ethanol is present in an amount of about 45.0 mass. % .7. A composition according to claim 1, wherein the polyalcohol is selected from one or more than one of the group consisting of ethylene glycol, propylene glycol, butylene glycol and hexylene glycol. The composition of claim 7, wherein the polyalcohol is propylene glycol. The composition of claim 8, wherein the polyalcohol is propylene glycol present in an amount of about 20.0 mass. %.10.
