The present invention provides a method for producing retinal cells or retinal tissue, the method including the following steps 1-3: (1) a first step for culturing mammalian pluripotent stem cells in a medium that contains 1) pluripotency maintenance factor and 2) MEK inhibitor in the absence of feeder cells for a time not to exceed 30 days (2) a second step for suspension-culturing the cells obtained in the first step and forming aggregates of cells and (3) a third step for suspension-culturing the aggregates obtained in the second step in the presence of a BMP signaling pathway agonist, and obtaining aggregates that include retinal cells or retinal tissue.
