PROBLEM TO BE SOLVED: To provide pharmaceutical compositions and kits for the treatment of eye diseases and abnormalities which do not cause ordinary side effects associated with the topical application of corticosteroid despite enabling delivery of corticosteroid to the surface of the eye, and to provide treatment methods.SOLUTION: A pharmaceutical cationic emulsion for the topical application to the surface of the eye comprises an effective amount of a corticosteroid prodrug, a quaternary ammonium compound, medium chain triglyceride, and at least one pharmaceutically acceptable carrier or excipient.
