The present invention relates to a cosmetic composition for improving hair condition comprising a camellia seed fermented extract as an active ingredient. More specifically, the present invention relates to a cosmetic composition exhibiting an effect of inhibiting moisture volatilization and improving moisturizing properties of damaged hair and an effect of enhancing strength of damaged hair, by including, as an active ingredient, a camellia seed fermented extract produced by fermenting a camellia seed or a camellia seed extract with a mixed fermentation strain, which is a mixture of a strain belonging to the genus Lactococcus, a strain belonging to the genus Saccharomyces and a strain belonging to the genus Lactobacillus. The cosmetic composition for improving hair condition comprising the camellia seed fermented extract as an active ingredient according to the present invention has an excellent effect of increasing the moisturizing properties of hair, in particular, the damaged hair, and the effect of enhancing the strength of the damaged hair, and thus can be used in the production of cosmetics having the function of moisturizing and strength recovery of damaged hair.본 발명은 동백씨 발효 추출물을 유효성분으로 포함하는 모발 상태 개선용 화장료 조성물로서, 보다 자세하게는 동백씨 또는 동백씨의 추출물을 락토코커스(Lactococcus) 속(genus)에 속하는 균주, 사카로마이세스(Saccharomyces) 속에 속하는 균주 및 락토바실러스(Lactobacillus) 속에 속하는 균주를 혼합한 혼합 발효 균주로 발효시켜 제조한 동백씨 발효 추출물을 유효성분으로 포함하여 손상된 모발의 수분휘발 억제 및 보습력 개선 효과와, 손상된 모발의 강도 증진 효과를 발휘하는 화장료 조성물에 관한 것이다. 본 발명에 따른 동백씨 발효 추출물을 유효성분으로 포함하는 모발 상태 개선용 화장료 조성물은 모발의 보습력, 특히 손상된 모발의 보습력을 증가시키는 효능과, 손상된 모발의 강도를 증진시키는 효능이 탁월하여 손상된 모발의 보습 및 강도 회복 기능을 갖는 화장품 제조에 이용할 수 있다.
