PROBLEM TO BE SOLVED: To provide cosmetic compositions that can improve scalp health by activating growth factors capable of promoting hair strengthening and growth in addition to being able to control the amount of sebum secretion of the scalp to create an optimal environment for hair growth, and to provide methods for producing the same.SOLUTION: A cosmetic composition according to the present invention has effects for scalp health improvement and hair loss prevention by not only creating an environment suitable for hair growth by controlling sebum secreted in the scalp but also promoting hair growth by improving blood circulation in the scalp to activate the growth factor effective in preventing hair loss by strengthening the hair by the activity of the hair follicle.
