To measure an accurate blood pressure.SOLUTION: A blood pressure measurement device includes: an acquisition unit that acquires a water head pressure in a water head pressure tube connected to a water head pressure bag by a water head pressure sensor； a cuff that comes into contact with the water head pressure bag； a pump that injects fluid into the cuff； an exhaust valve that exhausts fluid from the cuff； a pressure sensor that measures the cuff pressure in the cuff； and a measurement unit that measures blood pressure of a user on the basis of the water head pressure and the cuff pressure.
