PROBLEM TO BE SOLVED: To provide a method of producing a surfactant composition that has low stringing properties, wherein the stringing is prevented which is more likely to occur in the surfactant composition that contains a cationic polymer.SOLUTION: The surfactant composition contains an anion surfactant (a), an ampholytic surfactant (b), a polymer (c) having a cationic group, and water.
