An external decongestant composition comprising:! oxymetazoline or a pharmaceutically acceptable salt thereof； ! at least one of the two substances - polyvinylpyrrolidone or polyethylene glycol； and! buffer solution, where the composition has a pH from about 3 to about 6.! 2. The external decongestant composition according to claim 1, wherein the composition has a pH from about 3.5 to about 5.5. ! 3. The external decongestant composition according to claim 1, where the composition has a pH from about 4 to about 5.! 4. The external decongestant composition according to claim 1, wherein the buffer solution comprises a buffer agent selected from the group consisting of citric acid, sodium citrate, sodium acetate, acetic acid, hydrogen phosphate, dihydrogen phosphate, and combinations thereof. ! 5. The external decongestant composition according to claim 4, wherein the buffering agent is a combination of citric acid and phosphate. ! 6. The external decongestant composition according to claim 5, wherein the buffer solution contains a solution of citric acid and phosphate containing about 0.1 M citric acid and about 0.2 M sodium dihydrogen phosphate monohydrate. ! 7. The external decongestant composition according to claim 1, where oxymetazoline HCl is contained in a concentration of from about 0.01% to about 0.10% weight / vol. composition. ! 8.
