PROBLEM TO BE SOLVED: To provide a low substituted hydroxypropyl cellulose from which a granulate having an appropriate particle diameter can be produced when used in a wet granulation method, and tablets excellent in binding property and disintegration property can be produced.SOLUTION: A low substituted hydroxypropyl cellulose having a hydroxypropyl group content of 5 to 16 mass% is provided, which has such characteristics that during mixing 1 pts.mass of the low substituted hydroxypropyl cellulose with 1 pts.mass of water per minute by use of biaxial agitation blades, a water ratio when the maximum torque is induced is 3 to 5 pts.mass of water to 1 pts.mass of the low substituted hydroxypropyl cellulose, and a water-insoluble content is less than 2 mass%.
