The present invention relates to a composition for skin whitening containing red pepper leaf extract obtained through an enzyme treatment and an ultra high pressure homogeneous process as an active ingredient, and more specifically, to a manufacturing method comprising a pectinex enzyme treatment and an ultra high pressure homogeneous step. The extraction yield and total polyphenol content of the red pepper leaf extracts were increased compared to the general red pepper leaf extracts which were not subjected to the enzyme treatment and the ultra-high pressure homogeneous process, and the functional cosmetics and skin pigments for skin whitening are excellent because they have an excellent effect of inhibiting melanin biosynthesis of melanoma cells.
