An intraluminal medical device comprising a scaffold structure having aluminal surface and an abluminal surface. A first layer is affixed to theluminal andabluminal surfaces, the first layer including a water insoluble polymericcoating andcontaining rapamycin. A second layer is affixed to the first layer, the secondlayerincluding a water-soluble polymeric material and a water insoluble polymericmaterial, and containing heparin. The components of the second layer arecombinedby cross-linking. Then, heparin is provided in a second layer on the devicewhichcontains both soluble and insoluble polymers. This arrangement provides a newsolution to the problem of providing heparin on the surface of the device.
