The present invention relates to a surgical device for cutting tissue, the device comprising: a collapsible electrical cutting element for cutting a portion of the tissue, the cutting element configured to be collapsed for insertion through an incision in a tissue layer to access the tissue for cutting and configured to return to a prior shape after the insertion; and an arm attached to the cutting element for manipulating the device, the arm including at least one electrical lead for applying an electrical pulse to the cutting element for cutting the tissue.
