PURPOSE: A cosmetic composition for lightening wrinkles or whitening, containing 8'-hydroxyarctigenin is provided to prevent wrinkles by containing a carthami flos sprout extract. CONSTITUTION: A composition for lightening wrinkles or whitening comprises 8'-hydroxyarctigenin, represented as chemical formula 1, as an active ingredient. The 8'-hydroxyarctigenin is originated from a carthami flos sprout extract. In case that the formulation is powder or spray, the following ingredients can be used as a carrier component: lactos, talc, silica, aluminium hydroxide, calcium silicate or polyamide powder. In case that the formulation is spray, the followings can be contained additionally as a propellant: chlorofluorohydrocarbon, propane / butane or dimethylether.본 발명은 8`-하이드록시악티게닌를 유효성분으로 함유하는 미백 또는 주름개선용 화장료 조성물에 관한 것으로 홍화새싹추출물로 부터미백 및 항 주름 활성이 우수한 8`-하이드록시악티게닌을 분리동정하여 제공함으로써 미백, 항주름 화장료 조성물을 제공하는 뛰어난 효과가 있다.
