PROBLEM TO BE SOLVED: To provide a nonwoven fabric for removing makeup and a makeup removal sheet, having sufficient wiping property as a makeup removal sheet and achieving both of low irritation giving no damage to skin and good texture for skin to enhance a good feeling for use.SOLUTION: A nonwoven fabric 1 for removing makeup has a three-layer structure comprising an inner layer 2 and surface layers 3a, 3b disposed on the top and back faces of the inner layer. The nonwoven fabric for removing makeup is obtained by blending a superfine PET fiber 7 having a fineness of 0.1 to 0.8 dtex and an acryl acetate splittable fiber 4 in an amount of 5 to 20 wt.%, as a raw material fiber of the surface layers 3a, 3b, and entangling the inner layer 2 and the surface layers 3a, 3b by use of a water jet to split the acryl acetate splittable fiber 4 to produce fibrils. As a raw material fiber of the inner layer 2, pulp 8 and rayon 9 are blended.
