The present invention addresses the problem of providing a deodorizer that is for use in a portable toilet, remains effective as a deodorizer over a long period of time, and can easily dispose of excrement. Further, the present invention addresses the problem of providing a dispersion inhibitor that is for use inside a toilet, remains effective as a dispersion inhibitor even after exposure to several excretions, that is also effective as a deodorizer as a result of suppressing the dispersion of odors, and that does not easily adhere to a flush toilet or other toilet container. The portable toilet deodorizer of the present invention contains a gelling agent, preferably a cross-linked polyacrylic acid or a salt thereof. Further, the dispersion inhibitor for a toilet contains a gelling agent, preferably a cross-linked polyacrylic acid or a salt thereof, and, when mixed with water, forms a gel that has a maximum load of 0.10 N or less and an adhesion of 13 J/m3 or more.
