An apparatus for applying surgical clips to body tissue, the apparatus comprising: a) a handle assembly (102)； b) a shaft assembly (104) extending distally from the handle assembly (102) and defining a longitudinal axis, the shaft assembly including an upper housing (152a) and a lower one (152b) arranged within a lumen (150c) of an outer tube (150)； c) a plurality of surgical clips disposed within the shaft assembly (104)； d) jaws (106) mounted adjacent to a distal end portion of the shaft assembly (104), the jaws (106) including a pair of movable jaw members between a separate position and a proximal position； e) a clip push bar (156) configured to advance distally, individually, a surgical clip towards the jaws (106), while the jaw elements are in the separate position； f) a drive bar (140) arranged at least partially within the handle assembly (102) and the shaft assembly (104), the drive bar (140) being movable longitudinally in response to the actuation of a trigger (108) of the handle assembly (102)； g) a drive channel (190) positioned adjacent the first and second jaw members to move the jaw elements to the next position； and h) a locking system configured to selectively engage the clip pusher bar (156), characterized in that i) the locking system comprises a locking bar (168) supported on the shaft assembly (104), the bar ( 168) locking pivotally supported in a channel (153b) of the upper housing (152a), and including a bypass element (170) connected securely within the channel (153b) of the housing and operatively connected to the bar (168) lock to deflect the lock bar to force the lock bar radially outwardly away from the lower housing (152b) and where the lock bar is configured to selectively engage and extend through a formed window (156d ) in a distal region of the clip pusher bar (156), to prevent the clip pusher bar (156) from returning to an initial position and to prevent the trigger (108) from completing a full stroke when the plurality of clips ar
