A seaweed seeding device for wrapping seaweed rope around a main rope comprises a frame； a friction wheel rotatably connected to the frame to receive the main rope around the wheel and rotate as the main rope is pulled through the device； a bobbin carrier rotatably connected to the frame around an axis of rotation； a seaweed exit guide connected to the bobbin carrier offset from the axis of rotation； and a transmission connecting the friction wheel to the bobbin carrier to translate rotational movement of the friction wheel to rotate the bobbin carrier.
