PROBLEM TO BE SOLVED: To provide a method of manufacturing a water-in-oil type emulsion cosmetic material in which lightness of appearance color is high, an emulsion particle size is fine and creamy, and feeling of usage is good, and which is excellent in preservation stability.
SOLUTION: The method of manufacturing the water-in-oil type emulsion cosmetic material includes a process in which an aqueous component is added into an oily component under heating, and a fluid obtained by carrying out emulsion dispersion is cooled. The method of manufacturing a water-in-oil type emulsion cosmetic material uses an oscillating type churning blender apparatus 40 which includes a churning object 44 consisting of a driving shaft 42 and an agitation blade 43 attached in the driving shaft 42 in a tubular casing 41 and in which the driving shaft 42 is made to vibrate in the shaft direction, and continuously cools the fluid by passing it in the oscillating type churning blender apparatus 40.
