The present invention relates to a cosmetic composition for relieving atopic dermatitis, containing an Osterici Radix leaf extract as an active ingredient, and to a production method thereof. According to the present invention, the method for producing the Osterici Radix leaf extract comprises the following steps: decompressing and drying raw leaves of Osterici Radix at 40-50°；C for 5-10 hours in 500-800 hPa； and adding distilled water into the decompressed and dried Osterici Radix leaves, tightly sealing the same, and ultrasound-extracting the same at 40-45°；C in 6-12 hours at 60-120 kHz. The Osterici Radix leaf extract produced thereby can effectively reduce, relieve, and treat symptoms of atopic dermatitis.
