PROBLEM TO BE SOLVED: To obtain a preparation composition excellent in sterilizing property and mildewproof property and having high safety to use by including a specific electroreductive ionic water or its gel-like substance. SOLUTION: This preparation composition comprises a specific electroreductive ionic water [e.g. Multicleaner S-100 and GE-100(R) or the like] or its gel-like substance. The composition is prepared as cosmetic (e.g. skin cream, facial cleansing cream, make-up milky lotion, skin lotion or liquid cosmetic), quasi-drug (e.g. bathing agent, sun-screening agent, body odor-preventing agent, mouth refringerant, hair growing agent or medicinal dentifrice) or medicine (e.g. aerosol, solution, eye ointment, suspension or emulsion). Dosage form of the composition can be formulated as cream, ointment, milky lotion, gel or liquid.
