Dispositif (1) cosmétique pour la distribution ou le prélèvement d'une composition (C) cosmétique fluide, comportant : - un boîtier (2) présentant un logement (10), - une composition (C) disposée dans le logement (10), - un textile (15), perméable, formant un tamis définissant une surface (17) au travers de laquelle la composition (C) cosmétique est prélevée ou distribuée, ladite surface (17) étant partiellement obstruée par au moins un élément obstruant (18) qui adhère au textile (15) et est choisi dans le groupe constitué par une encre gonflante, un adhésif et un matériau polymère.
