The present invention provides an agent which contains an orotic acid derivative having excellent physiological activity and has high solubility in a solvent. The agent according to the present invention is a melanin production inhibitor, a skin-lightening agent, a fibroblast cell activator, a collagen and/or elastin production promotor, a wrinkle-improving agent, a skin preparation, and a cosmetic which contain, as an active ingredient, an orotic acid derivative represented by general formula (1) or a salt thereof. In formula (1), R preferably represents a side chain of glutamic acid, glycine, histidine, or aspartic acid.
