PROBLEM TO BE SOLVED: To obtain a silicone emulsion useful as a component in hair care compositions by reacting an aqueous hydroxy-terminated polyorganosiloxane emulsion with an aminofunctional silane in the presence of a base catalyst.SOLUTION: The aminofunctional silane is represented by formula I [wherein R1 and R2 are each H, an alkyl, or a group represented by formula II (wherein R7 and R8 are each H or an alkyl and R9 is an alkylene) R3 is an alkylene and R4 to R6 are each a 1-12C alkyl or 2-8C alkoxy, provided at least two of them are a 2-8C alokxy]. A low-molecular polyorganosiloxane, a surfactant, an acid or base catalyst, and water are mixed and heated to form a hydroxy- terminated polyorganosiloxane, which is heated together with an aminofunctional silane to give an aminofunctional silicone polymer.
